The Napa County Flood Control and Water Conservation District (District) is requesting proposals from licensed contractors to remove sediment and debris from the Napa Creek Downstream Bypass Culverts (Bypass Culverts) located in Napa, CA. The Bypass Culverts are two side-by-side concrete box culverts that were constructed between 2010 and 2013 as part of "Contract 4" of the Napa River/Napa Creek Flood Protection Project in Napa, CA. The purpose of the Bypass Culverts is to increase storm water conveyance capacity in Napa Creek in downtown Napa by diverting storm water flow through a bypass that passes under Pearl Street, Main Street, and a public parking lot. The box culverts have lengths of 458 feet (right culvert) and 407 feet (left culvert). Each box culvert has a typical cross-sectional width of 11 feet and height of 14 feet. Each culvert inlet has a width of 25 feet and a height of 8 feet. An estimated combined total of 1,200 cubic yards of sediment/debris is located within the Bypass Culverts. The District is seeking a qualified, licensed contractor to remove the sediment/debris located within the Bypass Culverts and transport it to an approved upland disposal site or the District's NSD Sediment Disposal Site located near 942 Hartle Court, Napa, CA. A 100% Labor and Materials Bond and a 100% Performance Bond are required by the contract and shall be submitted at the time the contract is signed. Answers to questions will be released on June 25, 2025, no later than 4:30 p.m. and will be posted on the County's procurement website at online. Work must be completed before October 15, 2025. Acceptance of any proposals submitted pursuant to this RFP shall not constitute any implied intent to enter into a contract for design services for the Project. The District reserves the right to reject any and all bid proposals, cancel the project prior to contract execution, or remove specific scope of work tasks. Furthermore, the District shall not compensate for any work done pertaining to the preparation of a proposal, preparation for and attendance of an interview, and/or contract preparation work made in response to this solicitation. Bid date description: Proposals shall be submitted as either a written hard copy to the address listed below labeled: "Napa Creek Downstream Bypass Culvert Sediment Removal RFP" or via email to jeremy.sarrow@countyofnapa.org and mark.snyder@countyofnapa.org containing all required contents. No changes or corrections to responses will be accepted after the due date.
