Frank Weston Garden Hardscape Improvements The Town of Wethersfield, after review of all factors, including the terms and conditions, qualifications and price, reserves the right to accept or reject any and all bids, or any part thereof, or waive defects in the same, or accept any proposal or combination of proposals deemed to be in the best interest of the Town. This invitation to bid is for the Town of Wethersfield to retain a contractor to complete hardscape improvements within and surrounding the Frank Weston Garden located immediately south of the Town Hall and Public Library complex at 505 Silas Deane Highway. The work primarily includes the removal and disposal of existing brick paver sidewalks, removal of a stairway and replacement with concrete steps having a slate covering and railings, and the installation of new permeable paver sidewalks with flush and raised cobblestone edging around garden areas. The work includes drainage improvements and the installation of water irrigation tubing. A bid bond or certified check equal to 5% of the bid is required to be submitted with the Bid. Bid Security will be returned to all except the successful bidder upon award. The successful bidder shall submit acceptable performance and labor, and material bonds in accordance with these General Provisions, each in an amount equal to 100% of amount bid that is issued by a surety company authorized to do business in the State of Connecticut, indemnifying the Town of Wethersfield against any loss or expense in repairing, remedying or correcting the work performed by the licensee if the same is defective or not in accordance with the ordinance of the Town of Wethersfield. If necessary, these bonds may be renewed annually and will be released upon expiration of the guarantee period, which is one (1) year after the date of written acceptance of work. The length of time to complete work associated with this project will be FORTY-FIVE (45) CALENDAR DAYS after receiving a written notice to proceed from the Town, which at this time, is expected to be issued the week of JULY 28, 2025. The contract will expire on FORTY-FIVE (45) CALENDAR DAYS after issuance of the written Notice to Proceed from the Town, unless amended by Change Order. For this project, a sum of FIVE HUNDRED DOLLARS ($500.00) is agreed to by all Bidders as liquidated damages, and shall be paid by the Contractor to the Town for each and every calendar day in which this Contract is not completed after the period of time stipulated herein for such completion, and such costs shall be fixed with regard to this provision. The Contractor also agrees to pay these liquidated damages for each and every calendar day extending beyond TEN (10) CONSECUTIVE CALENDAR DAYS the site is vacated without work occurring and without authorization from the Town. Questions Relating to Bid Solicitation: Any request from prospective bidders for interpretation of meaning of contract drawings, specifications or other contract documents must be made in writing to the Town of Wethersfield Finance Department via email at purchasing@wethersfieldct.gov. Requests must be received at least SEVEN (7) CALENDAR DAYS prior to date fixed for opening of Proposals to be given consideration. Interpretations will be made in the form of written Addenda to Contract Documents, which Addenda shall become a part of Contract. Not later than three (3) calendar days prior to date fixed for opening of Proposals, Addenda will be emailed to all persons who obtained Contract Documents posted on the Town's website and provide an email address to purchasing@wethersfieldct.gov.
