The intent of this contract is for the Town of Wethersfield to retain a contractor to clean sediment and debris from municipal drainage system structures and pipes, to perform closed caption television (CCTV) pipe inspections, and to conduct inspections of drainage structures required by the Town’s Municipal Separate Storm Sewer System (MS4) Permit. This contract is for a period of approximately two (2) years; however, the Town may opt to extend the contract into future years with approval of the contractor. This contract is for work located within the municipal right-of-way and includes the following work to be completed on an annual basis: • Removal of sediment and debris from approximately one-half of the Town’s drainage structures (estimated to be approximately 1,600 structures in Year 1 and another 1,600 structures in Year 2) • Visual inspection of approximately drainage structures upon cleaning in locations to be provided by the Town and completion of associated inspection forms (expected to be approximately 200 structures in Year 1 and another 200 structures in Year 2) The following work will be completed on an as-needed basis where directed by the Town: • Removal of sediment and debris from drainage pipes by use of pressurized, high velocity water jet equipment • CCTV inspection of drainage pipes by use of robotic camera equipment with recording and reporting capability Questions Relating to Bid Solicitation Any request from prospective bidders for interpretation of meaning of contract drawings, specifications or other contract documents must be made in writing to the Town of Wethersfield Finance Department via email at purchasing@wethersfieldct.gov. Bid Security A bid bond or certified check in the amount of 5% of bid is required to be submitted with the Bid. Bid Security will be returned to all except the successful bidder upon award. Performance/Labor & Material Bonds The successful bidder shall submit acceptable performance and labor, and material bonds in accordance with these General Provisions, each in an amount equal to 100% of amount bid that is issued by a surety company authorized to do business in the State of Connecticut, indemnifying the Town of Wethersfield against any loss or expense in repairing, remedying or correcting the work performed by the licensee if the same is defective or not in accordance with the ordinance of the Town of Wethersfield. If necessary, these bonds may be renewed annually and will be released upon expiration of the guarantee period, which is one (1) year after the date of written acceptance of work. Time of Completion The period of time to complete all annual drainage structure cleaning and inspection work associated with this project will be from APRIL 1st to NOVEMBER 30th each year. The length of time to complete drainage pipe cleaning and CCTV inspection work shall be FOURTEEN (14) CALENDAR DAYS after receiving written assignments from the Town, which will be issued on an as-needed basis. The Contractor shall schedule crews required to complete all work within the time periods specified herein. Once disturbance has begun, work shall continue uninterrupted to final completion. Contract Term The contract will expire on DECEMBER 31, 2026, unless amended by Change Orders The Town of Wethersfield, after review of all factors, including the terms and conditions, qualifications and price, reserves the right to accept or reject any and all bids, or any part thereof, or waive defects in the same, or accept any proposal or combination of proposals deemed to be in the best interest of the Town. All bid documents must be completely filled out when submitted. Bids must be firm for a period of NINETY (90) CALENDAR DAYS following the bid opening date. Bid withdrawal may be made only with the consent of the Town of Wethersfield.
