Site work and paving for a mixed-use development in San Miguel, California. Completed plans call for site work for a military facility; for paving for a military facility; sidewalk / parking lot; and sidewalk / parking lot.
All questions regarding this IFB MUST be submitted to Sergey Kinchak, at Sergey.Kinchak@cmd.ca.gov no later than 4:00 PM on 8/1/2025. Email subject lines must state RFI FOR EVENT# 36080. The Contractor shall furnish all labor, equipment, materials, permits and fees necessary for the Building 6038 Asphalt Parking Lot Replacement - CR located at Camp Roberts, Highway 101, San Miguel, CA 93451. The Contractor shall provide all labor, equipment, and materials necessary to survey, design, grind, grade, install compacted base, and lay Hot Mixed Asphalt (HMA) at the designated parking lot areas. Includes all markings, striping and signage for parking and path of travel, ADA parking and path of travel. Independent testing to verify compaction standards. Refer to attached specifications, site plan, and scope of work for detailed requirements. All work shall be in accordance with the terms, conditions, and requirements of this Invitation for Bid (IFB). additional site visit note: Prospective bidders shall not proceed directly to the job site unless directed to do so in writing by the Contracting Officer. All prospective bidders must comply with current federal identification requirements, such as the California REAL ID, when accessing federal facilities. Prospective bidders may obtain directions to the pre-bid job walk site by contacting Sergey Kinchak at Sergey.Kinchak@cm d.ca.gov. PROJECT SUMMARY 1. Scope of Work: The Contractor shal provide al labor, equipment, and materials necessary to survey, design, grind, grade, insta l compacted base, and lay Hot Mixed Asphalt (HMA) at the designated parking lot areas. Includes all markings, striping and signage for parking and path of travel, ADA parking and path of travel. Independent testing to verify compaction standards. Refer to attached specifications, site plan, and scope of work for detailed requirements. 2. Contract Duration: The anticipated term of this contract is 90 calendar days. 3. Location of Services: Camp Roberts Building 6038 Parking Lot Highway 101, San Miguel, CA 93451 4. Jurisdiction: This project is in Monterey County and is located on State-managed property. Prevailing wages apply. 5. Rates: The rates specified in the Proposal Form shall remain in effect for the entire contract term. The Contractor will have the opportunity to participate in a walkthrough to assess the work site, review specifications, and evaluate existing conditions before submitting a bid. No additional compensation will be granted for pre-existing conditions. Any concerns regarding existing conditions must be addressed through a formal Request for Information (RFI) submitted to the Contract Manager within the designated period specified in the IFB package. If necessary, CM D will issue an amended Statement of Work (SOW) to account for any discrepancies, allowing the Contractor to incorporate associated costs into the proposal. 2. CONTRACT MANAGEMENT 1. CM D reserves the right to designate a representative in the absence of the Contract Managers. 3. SCOPE OF WORK 3.1 Demolition 1. Provide and install "Road Closure", "Detour" signs and barricades to ensure the public and staff safety during construction. 2. Remove existing concrete tire stops and store them onsite. 3. Excavate and remove al asphalt and sub-base between California Avenue and New Mexico Avenue, contractor to verify actual dimensions prior to bidding: a. Section 1: 275 ft x 70 ft x 12 in. b. Section 2: 55 ft x 75 ft x 12 in. 4. Transport all demolition and construction waste offsite and provide written documentation of estimated waste material weights to CMD. 3.2 Grading and Base Preparation 1. Contractor to conduct multiple surveys to ensure the finished asphalt directs all water flow to the storm drain at the north end of the parking lot without any ponding and meets all ADA requirements. 2. Scarify soil, grade, and compact the subgrade to a depth of 12 inches, achieving 95% compaction. Provide any fill needed from grindings. Contractor shall provide independent third-party testing to certify and document all compaction. 3. Provide and install a Class II aggregate base compacted to an 8-inch depth, achieving 95% compaction. Contractor shall provide independent third-party testing to certify and document all compaction. 4. There are known and unknow electrical conduits in the area. Contractor to locate prior to start of work and monitor during construction. 3.3 Hot Mixed Asphalt (HMA) 1. Install two lifts of 2-inch-thick (total 4") Hot Mixed Asphalt (HMA) paving using a 3/4 inch HMA PG6410 mix or approved equivalent. 3.4 Pavement Marking 1. Apply waterborne high-build paint in two coats (15 mils thickness per coat). 2. Include transverse pavement markings for: a. Lane centerlines. Yellow b. Parking spaces. White c. Crosswalks. White d. ADA-compliant parking (car and van) and path-of-travel. Blue e. EV Charger markings ("EV Vehicle Charging Only"). Green f. "STOP" markings with a stop line at the designated intersections. White 3.5 Tire Stops 1. Reinstall stored tire stops with a minimum of 12-inch rebar anchors. 2. Replace any damaged or missing tire stops. Match existing size and style. 4. CONTRACTOR RESPONSIBILITIES 1. Verify all quantities and dimensions prior to bidding to ensure the proposal covers all required labor and materials. 2. Work must commence within 10 calendar days of the Notice to Proceed (NTP). 3. Complete all work within 90 calendar days from NTP issuance. 4. Reference attached specifications and plans to ensure compliance. 5. Adhere to all applicable standards, including: a. California Uniform Building Code. b. Americans with Disabilities Act (ADA). c. Caltrans 2018 Pavement Standards. d. UFC 3-250-01 6. Ensure all materials are installed per manufacturer's instructions. 7. Maintain compliance with the Real ID Act for all employees and subcontractors. 8. Register with the Department of Industrial Relations (DIR) and participate in electronic certified payroll reporting for contracts exceeding $1,000. 9. Provide a Safety Plan for review and approval that includes appointment letters for Site Superintendent, Quality Control and Site Safety Officer as submittals. Site Superintendent and Safety Officer (can be one person) or an approved alternate are required to always be on site while work is being performed or personnel are onsite. 10. Provide material submittals for review and approval.
