Site work and paving for a mixed-use development in Red Bank, New Jersey. Completed plans call for site work for a playground / park / athletic field; and for paving for a playground / park / athletic field.
The project generally consists of the reconstruction of the Marine Park. Improvements include 1 LS Earthwork and Subgrade Preparation, including removal/disposal of all soil to a depth 1 foot below the proposed grade, construction of berms, all cuts, fills, import of NJDEP certified clean fill, installation of high visibility warning/contamination barrier, compaction, grading, and all incidental work, 2,875 SY HMA Milling, 3 or Less, 335 TN Hot Mix Asphalt, 9.5M64 Surface Course, 2 Thick, 6 UN Stormwater Check Valve, 1,100 LF 6 High Decorative Aluminum Fence, 345 LF 4 High Decorative Aluminum Fence, 1,300 SY Concrete Sidewalk, 4 Thick, 605 SY Decorative Brick Paver Patio, 375 LF 8 Ductile Iron Pipe Water Main, 3 UN 8 MJ Gate Valve, 2 UN 8 Insertion Valve, 2 UN 4 Insertion Valve, 3 UN 1 Type K Copper Water Service, 1 UN Fire Hydrant Assembly, 1 UN Dry Fire Hydrant, 1 LS Interactive Water Spray Floor Fountain, 2 UN 12 x 60 Bocce Ball Courts, 4 UN Concrete Cornhole Board, 580 LF 2 High Stone Seating Wall, 1 UN Fan Shaped Pergola, 1 LS Band Shell Shelter including foundation, raised concrete stage, concrete step, ramp, railing, and all appurtenances necessary for a complete and operating system, 1 UN 32 x 48 Pergola Structure, including concrete foundation and all necessary appurtenances for a complete and operating system, 2 UN Shade Sail Structure, 17 UN LED Bollard Light, 25 UN Post Top Luminaire and Pole, 1 LS Security Camera System Infrastructure, 1 LS Fully Functional Irrigation System Designed By Licensed Irrigation Designer, extensive landscaping, and all associated improvements. START OF CONSTRUCTION: Each bidder must be prepared to start remediation and earthwork within 14 days of contract execution. OBTAINING CONTRACT DOCUMENTS: Contract Documents, Plans, Specifications and Bid Proposal Sheets may be obtained during normal business hours at the Office of the Borough Engineer, Laura J. Neumann, PE, PP, CME, CFM of CME Associates, 1460 Route 9 South, Howell, New Jersey until 48 hours prior to the time set for the opening of bids upon payment of $40.00 per set. No refunds will be made except as provided in N.J.AC. 40A:11-24b which allows for the return of documents in reasonable conditions within in ninety (90) days of notice that the contract has NOT been awarded. The said Contract Documents and Proposal sheets may be examined at 90 Monmouth Street, Red Bank, New Jersey 07701. BID SUBMISSION PROCEDURES: Bids must be submitted on the Bid Form contained in the Contract Documents and must be enclosed in a sealed envelope plainly marked on the Outside with the name of the project and the name and address of the Bidder. which allows for the return of documents in reasonable conditions within in ninety (90) days of notice that the contract has NOT been awarded. The said Contract Documents and Proposal sheets may be examined at 90 Monmouth Street, Red Bank, New Jersey 07701. BID SUBMISSION PROCEDURES: Bids must be submitted on the Bid Form contained in the Contract Documents and must be enclosed in a sealed envelope plainly marked on the Outside with the name of the project and the name and address of the Bidder. The bids must be addressed to James Gant, Borough Manager, 90 Monmouth Street, Red Bank, NJ. The bid must be delivered to the Owner prior to the Bid opening at the above address for submitting bids. Bids will not be accepted after 11:01 AM prevailing time on Wednesday August 6, 2025. BID SECURITY: Each bid must be accompanied by a certified check or cash of not less than ten (10%) percent of the bid, but not more than $20,000.00, payable without any conditional endorsement as a guarantee that in case the contract is awarded to the bidder, he will within ten (10) days thereafter execute such contract and furnish satisfactory performance bonds. Upon failure to do so, he shall forfeit the deposit as liquidated damages and the acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder. No interest shall be allowed upon any such certified check or cash. A bid bond in the amount of ten (10%) percent of the bid, but not more than $20,000.00, may be substituted for certified check or cash. Each bid must be accompanied by a Certificate of Experience and Certificate of Equipment. Please be advised that State funds through the Green Acres Program are being utilized in this project. Under N.J.A.C. 7.1D-2, vendors currently suspended, debarred or disqualified are excluded from participation on this project. Each bid must also be accompanied by a certificate of Consent of Surety from a bonding company licensed to do business in the State of New Jersey guaranteeing that if the proposal of the bidder be accepted they will furnish the bond set forth in the Instructions to Bidders and the acceptance of the bid will be contingent upon the fulfillment of this requirement. The Borough reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Borough reserves the right to award this contract based on funds available. Bidders are required to comply with the requirements of the Americans with Disabilities Act (N.J.S.A.10:5-31 et seq.) and with the disclosure provisions of N.J.S.A. 19:44A-20.13. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C 17:27), and N.J.S.A 10:5-31 et seq., all requirements of the State of New Jersey Workers Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA)(29 CFR 1910), as amended with regard to worker and jobsite safety. Bidders shall comply with N.J.S.A. 52:32-44 latest revision, regarding Business Registration with the New Jersey Division of Revenue. Bidders shall also comply with the requirements of Equal Opportunity Employment (N.J.S.A.10:5-31 et seq.) and Affirmative Action (N.J.A.C. 17:27) and with the disclosure provisions of N.J.S.A. 19:44A-20.13. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of the contract price indemnifying the Borough of Red Bank, New Jersey for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work. All bid security will be returned to all bidders except the three (3) apparent lowest bidders within ten (10) working days after the opening of bids, and to the three (3) apparent lowest bidders within three (3) working days after the successful bidder has executed the Contract and his Contract security has been approved by the Owner. The Borough Council of the Borough of Red Bank reserves the right to reject any or all bids if in its opinion it is in the best interest of the Borough to do so. Question Deadline 07/23/2025: Every request for such interpretation should be in writing, addressed to the Engineer, at the address included in the advertisement and to be given consideration must be received no later than ten (10) days (Saturdays, Sundays and holidays excepted) prior to the date fixed for the opening of bids *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
