Motel Conversion to Senior Affordable Housing Design-Bid-build KIVA# 24-389 PARCEL NUMBERS APN: 158-04-004H Plan #: 2500636-LPRR 2501618-SCMJ The City of Phoenix is seeking a qualified contractor to provide construction services for the project listed below. The Office of Homeless Solutions purchased property at 8130 N. Black Canyon Highway, formerly a Super 8 hotel, utilizing funding from the American Rescue Plan Act (ARPA) program. The purpose of the purchase is to redevelop the site and add 126 new units of affordable housing. This project will provide needed conversion and renovations to the former Super 8 hotel that the City of Phoenix acquired for affordable rental housing units, prioritizing people aged 55 and over who are exiting homelessness. The renovations will ensure individuals exiting homelessness to have safe, affordable studio units, including accessible or adaptable units for individuals with disabilities. This is a federal-aid project. The prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provisions of the Davis-Bacon Act, shall be the minimum wages paid to the described classes of laborers and mechanics employed or working on the site to perform the contract. This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation DBE Program. No goal has been established for this project. The City of Phoenix, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. A pre-bid meeting will be held, at 200 W. Washington Street, City Hall, 5th Floor - 5West Conference Room AND via Teams. A site visit will follow the pre-bid meeting at the project location 8130 N. Black Canyon Highway, Phoenix, AZ 85051. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. As City staff will not be available to respond to individual inquiries regarding the project scope outside of this pre-bid meeting, it is strongly recommended that interested firms send a representative to the pre-bid meeting.
