Pixie Trail Landslide #3 Slope Repair project occurs along a switchback portion of the Pixie Trail located within the Homestead Valley Land Trust (HVLT), immediately upslope of the residence located at 506 Pixie Trail, in Mill Valley, Marin County, California. The project will stabilize earth movement which occurred during heavy rainfall in 2024/2025. The project includes removal of landslide debris and installation of rock slope protection (RSP) to stabilize the slope and to repair the portion of the trail that is undermined. The project will also include infilling of the RSP voids with soil to promote natural vegetation growth. Mitigation plan dimensions are approximately 25 feet wide by 40 feet long; average depth (thickness) of repair is approximately 5 feet. The Contractor shall possess a valid Class "A" License at time of bid submittal and from contract award through Contract acceptance (23 CFR 635.110). To bid on this Project, the Bidder and all subcontractors are required to be registered as a public works contractor with the Department of Industrial Relations pursuant to the Labor Code. The Bidder's and all subcontractors' registration must remain active throughout the term of the Contract. A Bid Bond, cash, certified check, or cashier's check, in the amount of 10% of the total bid amount payable to the County of Marin shall accompany the Proposal. Award of contract, if awarded, will be to the lowest responsible bidder whose proposal complies with prescribed requirements, and will be within thirty (30) days after receipt of proposals. At the successful Contractor's option, securities may be substituted for the required retention, in accordance with the provisions of Section 22300 of the State of California Public Contract Code. Pursuant to Public Contract Code Sections 7201 and 9203, the County of Marin shall retain 5 percent of the contract price until final completion and acceptance of the project. This project is being let pursuant to Public Contract Code 22037. There is NO pre-bid meeting. Bidder must visit the work site before submitting a bid. Bidder shall thoroughly investigate and understand the all project requirements and conditions including, but not limited to, regulatory permit conditions (see Appendices), pier access, public safety, existing underground and overhead utilities, steep, rocky terrain, road width, space needed to flag traffic, staging and site access challenges. This contract is subject to state contract non discrimination and compliance requirements pursuant to Government Code, Section 12990. The County of Marin hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business and woman owned business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award. In accordance with Labor Code Section 1815, Contractor and all subcontractors shall pay all workers employed on this project 1 1/2 the basic rate of pay for work performed in excess of specified hour limitations. The work performed pursuant to this agreement is subject to compliance monitoring and enforcement by the Department of Industrial Relations. California Labor Code Sections 1777.1, 1775, and 1813, describe potential penalties contractors or subcontractors may be subject to for failure to comply with the prevailing wage law. Equipment rental rates as determined by the State of California are listed in the Department of Transportation publication entitled "Labor Surcharges and Equipment Rental Rates," issued semi-monthly. The U.S. Department of Transportation (DOT) provides a toll-free "hotline" service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 A.M. and 5:00 P.M., eastern time, Telephone No. 1-800-424-9071. Anyone with knowledge of possible bid, bidder collusion, or other fraudulent activities should use the "hotline" to report these activities. The "hotline" is part of the DOT's continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General. All information will be treated confidentially, and caller anonymity will be respected.
