The project involves the replacement of existing vitrified clay pipe (VCP) and PVC sanitary sewer mains within residential streets using trenchless pipe bursting methods. The existing sewer mains will be replaced with high-density polyethylene (HDPE) pipe. The scope of work includes the replacement of approximately 1,183 linear feet of 10-inch diameter VCP with 10-inch HDPE, 1,661 linear feet of 6-inch VCP with 8-inch HDPE, and 451 linear feet of 6-inch PVC with 8-inch HDPE. In addition to pipe replacement, the project includes the rehabilitation and replacement of existing manholes, construction of new manholes, sewer service transfers, and complete restoration of all disturbed areas. This project is funded through the Community Development Block Grant (CDBG) program. Time allotted for completion of work is 180 consecutive calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
