The contractor shall provide comprehensive industrial water treatment services at the Phoenix Indian Medical Center (PIMC), ensuring compliance with ANSI/ASHRAE Standard 188-2018 and The Joint Commission (TJC) Environment of Care Standard 02.05.02. Services include monitoring and periodic testing of chemical feed systems for open and closed loop hydronic circulation systems used in air conditioning, steam generation, and heating. The contractor must supply all labor, equipment, materials, permits, and licenses, and be registered with the State of Arizona. Personnel must be licensed to work on specified equipment and provide reports acceptable to TJC and documenting compliance with ASHRAE 188. The contractor is responsible for monthly, quarterly, and annual water quality testing of central plant condenser water (cooling towers), chilled water systems, and water management plan services. Systems must be maintained for automatic, self-monitoring chemical feed and bleed-off with DDC interface capability. Chiller heat exchange systems must be kept free of fouling deposits and monitored via corrosion coupons. The contractor must train PIMC staff on chemical testing and treatment methodologies and provide reagents and chemicals for daily/weekly monitoring. Annual third-party laboratory testing, including Legionella and microbiological analysis, is required. The contractor must develop a water management program addressing water temperature and chemical treatment for Legionellosis prevention. All work must comply with OEM specifications, Safe Drinking Water Act, NFPA standards, ASHRAE guidelines, OSHA, DOT, EPA, and other relevant regulations. Emergency repairs must be completed within five working days of notification, and preventive maintenance includes monthly testing, part replacement, and inspections to reduce energy consumption and maintenance costs. Deliverables include quarterly reports documenting compliance with ASHRAE 188 and TJC standards, including detailed water system diagrams, risk management plans, monitoring protocols, and corrective actions. The contractor must submit documentation of technician qualifications and maintain all required licenses and certifications. Work must be performed during normal business hours, and emergency repairs must be addressed promptly. Reports must include detailed service descriptions, test results, and recommendations. The contractor must practice quality improvement processes and statistical process control (SPC) for product and system monitoring. Additional responsibilities include proper handling and disposal of chemical drums, maintaining legible documentation, labeling serviced equipment, and notifying the COR or USRO supervisor of any defects or repairs. Submittals, including checklists and PM schedules, are due within seven days of contract award. All equipment and materials must be new and appropriately packaged. The contractor is responsible for any damage caused by poor workmanship and must coordinate scheduling and site access with designated PIMC personnel.
