The City of Cheyenne, Wyoming, hereby requests proposals for a CITY OF CHEYENNE COMPOST OPERATIONS PLAN of the above-named project as written in the attached Exhibit A. Proposers shall be professional firms with compost expertise certified by the United States Compost Council (USCC) and/or the Solid Waste Association of North America (SWANA), or other certifications from nationally recognized compost association(s). If the proposer is an out-of-state corporation, the firm shall be registered with the Secretary of State of Wyoming to do business in Wyoming. Question Submission Deadline:September 3, 2025, 5:00pm Addendum Response Deadline:September 5, 2025, 5:00pm Review Committee reviews proposals, and selects Firms for interviews (If necessary):September 17, 2025 Interviews are held (If necessary), and review committee completes final selection :September 18, 2025 Contract Execution:September 24, 2025 Notice-to-proceed issued by City if Agreement approved:October 1, 2026 The selected Agency shall be required to sign a professional services agreement in the form provided by the City of Cheyenne, which will incorporate this RFP and the proposal submitted by that advisor and agree to the terms and conditions therein. Any violation of professional services agreement provisions by the advisor will be cause for immediate termination. The selected firm shall provide a Certificate of Insurance, as required in the Professional Services Agreement. The method of Contractor Selection has not been Determined at this time.
