**As of September 23, 2025, the project was awarded to Anderson Environmental Contracting, LLC, with an awarded amount of $66,240.43.** Clatsop County Public Works Department is conducting a Request for Proposals for qualified contractors to clean and paint exterior surfaces and supporting structures of its aboveground fuel storage tanks, review and upgrade overfill protection systems, assess and upgrade the fuel monitoring (gauging) system, and document all repairs and updates Question Deadline 09/08/2025 Questions and requests for clarification regarding this Request for Proposals should be directed in writing via email to the contact person Paul Mofield, Fleet Manager SCOPE OF SERVICES 1. Design, procure, install, and test all new fuel tank system and components as described herein. The Contractor will be responsible for all necessary permits and approvals. Provide all equipment, materials, labor and incidental work necessary to complete the project. 2. Contractor will comply with all OSHA, EPA, SPCC, DEQ AST, UL standards and safety guidelines. 3. Power wash, clean and sand the exterior tank surfaces and ladders on three (3) existing above ground fuel storage tanks. 4. Remove dirt and rust by air sanding exterior surfaces, tanks and ladders. 5. Supply and apply one (1) coat of Rodda Barrier Rust 3 inhibited primer to the exterior surfaces of the three (3) tanks. 6. Supply and apply one (1) coat of High Solids Polyurethane gloss stock white coating to the exterior surface and top of the tank. 7. Apply one (1) coat of Sherwin Williams Corathane Moisture Cure mill white to the exterior surfaces of the three (3) tanks. 8. Apply one (1) coat of Sherwin Williams Safety Yellow on tank top safety rails. 9. Remove the existing tank monitor located on the side of the maintenance shop building and properly dispose of the console three (3) tank level probes and two (2) dispenser sump sensors. 10. Supply and install one (1) new EVO 200 Tank Monitor with two (2) dispenser sump sensors, three (3) level probes and one (1) overfill alarm. 11. The new monitor console will be mounted on the inside wall of the building opposite the exterior wall where the old monitor was removed. 12. Supply electrical to one (1) new tank monitor, two (2) dispenser sump sensors, three (3) level probes, and one (1) overfill alarm using all existing home run conduits. 13. All new wiring will be pulled through existing home run conduits and it is assumed that all existing conduits are of adequate quality in order to pull new wire. 14. Perform tank monitor start up and programming. 15. Clean work area. 16. Deliver final record drawings, O&M manuals, and spare-parts list. 17. Conduct an on-site training session for County personnel covering digital monitoring, alarm response, and routine maintenance. 18. Provide written warranties for coatings (minimum 5 years) and monitoring system (minimum 2 years). 19. Complete punch-list items within 14 days of initial walkthrough and secure final acceptance. Objective The primary objective of this RFP is to engage a qualified contractor to rehabilitate and upgrade three single-wall, aboveground fuel storage tanks at the Clatsop County Public Works facility. Specifically, the work must: _ Restore all exterior surfaces and support structures with industrial-grade coatings. _ Verify and modernize overfill-protection devices to meet current safety and spill-prevention standards. _ Replace the existing manual gauging hardware with a fully digital EVO-200 tank monitoring system (including probes, sump sensors and alarms), complete with installation, wiring, start-up and programming.
