License Requirements Professional Engineering License, City of Reno Business License, City of Sparks Business License. This Request is exempt from standard NRS 332 guidelines per Chapter 332.115(1)(b). The selection of qualified professional engineering consultant is within the discretion of the governing body. The City is seeking a qualified professional engineering consultant to assist the City in the preparation of a facility plan for the Truckee Meadows Water Reclamation Facility (TMWRF) (Washoe County Nevada-APN: 021-020-02) of the Reno/Sparks area in Washoe County, Nevada. The City assumes that the facility plan will consist of an analysis of the current TMWRF process and facility data, and an analysis of process modifications and options for TMWRF to meet the current discharge permit. A capital improvement program will be created by the selected consultant to show the necessary improvements, rehabilitations, and new facilities needed to consistently meet TMWRF's discharge permit at current and future flows as well as TMWRF's other strategic goals. Cost estimates will be prepared as an opinion of probable construction cost consistent with the Association for the Advancement of Cost Engineering (AACE) guidelines for a Class V cost estimate based on the recommended modifications/expansions/replacements of TMWRF infrastructure. The cost estimates will be based on flow and an assumption of timing based on the Truckee Meadows Regional Planning Agency's most current population projection data. The consultant is to be comprised of professional engineer(s) registered in Nevada, who possess comprehensive experience in wastewater treatment technology, municipal wastewater facility design, municipal wastewater treatment engineering, structural engineering, cybersecurity, controls systems, state and federal wastewater regulations (e.g., NPDES, TMDL, Title 22).
