" The City of Richland, on behalf of the Tri-Cities HOME Consortium, seeks responses from interested agencies or contractors for the development and ongoing management of an affordable housing project through the HOME-ARP program. Disadvantaged business enterprises will be afforded full opportunity to submit bids and will not be discriminated against based on race, color, national origin, or sex in consideration for an award. The purpose of this Request for Statement of Qualifications is to solicit responses from interested agencies/contractors for the development and ongoing management of the affordable housing project through the HOME-ARP program. The scope of work for this project includes, but not limited to, the following: A. Considering full funding will be provided, describe exactly what the funding will be utilized for (single home, multi-family, single occupancy etc.). B. Please describe your exact budget for the $762,707.00 (include construction, purchase, rehabilitation, soft costs). C. Describe your timeline if funding was received on January 1, 2026 (include timeline from start to occupancy). D. Describe your housing management plan once development is completed and occupancy is necessary. E. The current number of housing units maintained and managed by your agency/development company. F. Describe the projects completed in the past in which Davis Bacon requirements were enacted.
