City of Shoreline, Washington (City) is soliciting a Statement of Qualification (SOQ) from firms or individuals (Consultant) interested in providing services for a Pre-Design Study of the Eastside Off-Corridor Bike Network. This project is funded in part by federal funds and is subject to all related requirements. This Pre-design Study project has a mandatory Disadvantaged Business Enterprise (DBE) requirement of zero percent (0%), however DBE Consultants are encouraged to apply. This requirement was established by WSDOT for this pre-design study phase. This complete RFQ, including background information, scope of work, and detailed evaluation criteria are published on online Interested parties can sign up to receive notification of any published additions, however, it is the Respondent's sole responsibility to review all project documents published on publicpurchase.com. The City intends to execute a WSDOT Local Agency Professional Services Negotiated Hourly Rate Agreement, with the most qualified Consultant for an initial term of 1 year, with the option to extend for additional time or funds if needed. The City reserves the right to retain services of the selected Consultant for any subsequent phases (Right of Way, Construction Management, etc.) of this project. The anticipated maximum total compensation payable to the Consultant for services under the awarded agreement will not exceed $150,000 for the duration of the agreement, unless amended. Deadline for Questions 10/13/25-5:00 pm Scope of Services: The services to be performed under this Agreement require individuals performing the work to be registered professionals with the State of Washington. The detailed Scope of Services is contained in the complete RFQ. SOQ requirements and details for submission are included in the complete RFQ. The City's Evaluation Panel will use the following submittal and criteria to evaluate each SOQ: Executive Summary, Experience and Expertise of Project Team, Technical Approach, DBE or SBE Approach, Past Performance and References. Selection: The qualifications will be the basis from which Consultants will be evaluated for selection. Those selected for an interview will be provided with additional details of the preferred content and format of the presentation to further demonstrate the required qualifications. The City will determine the most qualified Consultant based on all materials and information presented and will begin negotiations for an agreement with the selected Consultant. This RFQ does not commit the City to pay any costs incurred in the preparation of a submittal for this request. Any individual or firm failing to submit information in accordance with the procedures set forth in the RFQ may be subject to disqualification. Individuals or firms eliminated from further consideration will be notified by email by the City as soon as practical. Any SOQ may be withdrawn, either personally or by written request, at any time prior to the time set for the submittal deadline. The City reserves the right, at its sole discretion and without penalty, to change the solicitation schedule or modify or cancel in part or in its entirety this RFQ at any time; to waive immaterial irregularities contained in the SOQs; to accept or reject any or all submittals received as a result of this RFQ; to negotiate with any qualified firm(s); or to refrain from contracting with any respondent, if it is in the best interest of the City to do so. The City of Shoreline in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities.
