The City of Springfield is issuing RFP to seek qualified consultants with significant subject-matter expertise in housing planning and with experience in the creation of comprehensive datadriven municipal housing plans. The purpose of this RFP is to identify a consultant, or team of consultants, that will deliver a Comprehensive Housing Plan by September 30, 2026. Key deliverables will include a concise executive summary and a final report incorporating a housing needs assessment; housing production and preservation goals; recommended policy, ordinance and funding changes; and an implementation plan. Interested Proposers may submit written questions through close of business on October 24, 2025. All questions must be submitted electronically to lstabilo@springfieldcityhall.com. Only emailed questions will be accepted. The Chief Procurement Officer may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events.
