Sealed proposals are sought for the 2025 Sanitary Sewer Cured-in-Place Pipelining Project. Proposals must be submitted in sealed envelopes addressed to the Village of Western Springs, attention Village Clerk, with the name and address of the bidder and the project name on the envelope. Proposals are to be submitted on forms provided by the Engineer. Each proposal must include a certified check, bank draft, cashier's check, or bid bond in an amount not less than ten percent of the bid as a guarantee that a contract will be entered into if the proposal is accepted. The successful bidder must furnish a performance bond equal to one hundred percent of the bid amount. All bids must contain an offer to furnish a bond upon acceptance of the bid. The right is reserved to reject any or all proposals, waive technicalities, postpone the bid opening, or advertise for new proposals as needed. No work may begin until all required permits are obtained. Contractors must comply with prevailing wage rates established by the Illinois Department of Labor and adhere to all applicable Federal, State, and local regulations. Bidder qualifications and experience will be considered when determining the lowest responsible bidder. Pre-qualification requirements: Prequalification must be submitted to the Engineer by all potential bidders before receiving a bid package. The bid documents will only be issued to prequalified applicants. If, in the opinion of the Engineer and the President and Board of Trustees, an applicant cannot serve the best interest of the Village, a proposal will not be issued to that applicant.
