Written qualifications are requested from professional engineering firms for ongoing engineering services at the landfill. Services may include analysis, design, and construction support for solid waste collection and disposal projects, such as inert and MSW cell expansion, siting and acquiring land for landfill expansion, MSW cell closure, waste/compaction studies, Tier II NMOC assessment, methane vent well installation, feasibility studies and support for methane gas collection and its potential uses, CNG collection vehicle fuel feasibility, annual groundwater analysis and reporting, and other areas as needed. The scope includes periodic working sessions with City staff, on-call design, environmental analysis, survey, bidding document preparation, support for land acquisition, and construction support such as administration, survey, construction observation, project close out, as-built drawings, and warranty support. Work is assigned on an as-needed basis at a negotiated yearly rate schedule, with selection based on qualifications. Written proposals must demonstrate the firm’s technical capabilities, experience, project understanding and approach, regulatory and local knowledge, personnel qualifications, and ability for timely response. Proposals are limited to 20 single-sided pages.
