City will endeavor, but is not required to, email a copy of any addenda, answers to questions or interpretations that may be of general interest to potential bidders/proponents who have provided a valid email address and requested notification of this specific bid/proposal via City's e-Bidder system. It is the bidder's/proponent's responsibility to make inquiry as to changes or addenda issued. All changes and addenda will become part of the specifications and all bidders/proponents will be bound by issued changes and addenda. Question Deadline 11/12/2025 Questions about or requests for interpretation of this request for bids /proposals, any of the plans and specifications, or any bid/proposal requirements may be directed via e-mail to tim.montgomery@wyomingmi.com. No questions or interpretations. Questions will not be answered by phone or in other oral communication. This project will remove the existing court structure and replace it with a post tension court system consisting of six pickleball courts, one tennis court, and one basketball court. o A proposed layout drawing will be provided to the parks department with the bid. o Once awarded the bid construction design can be refined to fit the city's needs. o Formal layout drawings will be drawn and sealed by a Registered Landscape Architect secured by the bidder once bid is awarded. o Soil boring and existing soils testing is to be included in the project design phase. 2. Bidder will provide general conditions for construction including: o SESC Permit o Sanitary Facilities o Site Security o Constriction Access o 3 rd Party Materials Testing o Construction Staking o Mobilization o Soil Erosion Control 3. Bidder will provide court grading and prep - Fine grade existing base (after testing to make sure it can support a post-tensioned concrete slab) and compact to allow for a 1% slope on the proposed concrete slab. 4. Remove the following items o Sports Equipment o Fencing o Court Surfacing 5. Site Grading and Prep - Grade the existing soils to allow proper slop of the site concrete, including the fence band around the PT slap and access sidewalks. All site concrete must be 4" class II sand base, compacted in place. 6. Must include (7) sets of Douglas Sports posts and nets, (2) Basketball goals with aluminum backboards and steel rims with Ultra Heavy-Duty Nets (Goalrilla brand or equivalent). All furnishings must be set in a concrete footing according to manufacturers' specifications. 7. Concrete must be post-tensioned - Slab will be approximately 262'x120'. The post-tensioned slab will be 4" thick with thickened edges and will be on complete pour. The concrete must be a 5,000PSI mix. If selected bidder must provide engineered and sealed shop drawings for the court and tendon layout. 8. Sports surfacing is required - The concrete must be shot blasted and acid etched prior to surfacing to neutralize the concrete to allow for proper adhesion. All proper primers, leveling layers, and texture must be applied prior to the color coating. Acrylic color coatings must be applied in color selection by the Parks and Recreation director or designee. Lines must be painted per U.S.A.P.A. specifications. 9. New Fencing - All fencing must be black vinyl coated chain link and must be installed in industry standard footings. Internal fences between courts will be 4' tall. Perimeter fencing will be 10'tall. All fencing with in the post-tensioned slab must be installed in sleeves. Perimeter fencing must be installed with a 1.5' concrete band to allow space for maintenance on the inside and outside of the court. Gates must be installed to allow entry in and between courts. 10. Site Concrete - All site concrete must be 4" thick and utilize a 4,000 PSI mix. All site concrete will be placed over a 4" class II sand base, compacted in place. 11. Furnishings - Must provide (10) 8' aluminum placers benches, MDF (Most Dependable Fountains) Drinking Fountain at existing fountain location. 12. Any restoration of lawn areas damaged during construction must be topsoiled and re-seeded. Event bid description: All bids/proposals must include the fully signed Bid/Proposal Form and all other required information submitted in a sealed envelope and plainly labelled: "Bid/Proposal for Lemery Park Post Tension Courts." Proponents are solely responsible for ensuring delivery by the required date and time. Any bid/proposal, even if in route by U.S. Mail or by courier service or if held by the U.S. Postal Service or a courier for pick-up by City staff, that is received in the Clerk's Office after the required date and time, will not be opened and will be returned to the bidder/proponent. BID OPENING AND TABULATION Bids/proposals will be publicly opened and read immediately following the due date and time stated above. Bids/proposals will be tabulated by City staff working in conjunction with any design professional or other consultant identified in the specifications or contract document(s).
