Sealed proposals are requested for improvements to the Village of South Holland Town Center West Parking Lots. All proposals must be submitted in a sealed envelope, addressed appropriately, and marked with "SEALED BID – TOWN CENTER WEST PARKING LOTS." The name and address of the bidder must appear on the envelope. Proposals will be publicly read aloud. No proposal may be withdrawn without consent for sixty days after the scheduled closing. Bid Documents, including specifications, are available from the office of the Engineer and may only be obtained electronically after review of prequalification information. A certified check, bank draft, cashier's check, or bid bond payable to the Village in an amount of no less than ten percent of the bid must be submitted with each proposal as a guarantee. A performance bond equal to one hundred percent of the bid amount is required. All bids must contain an offer to furnish a bond upon acceptance. The Village reserves the right to reject any or all proposals, waive technicalities, postpone the opening, or readvertise if it is in their best interest. Contractors cannot start work until all permits have been obtained. Prevailing wage rates set by the United States Department of Labor will apply, and all Federal, State, and local regulations must be followed. Bidder qualifications and experience are part of determining the lowest responsible bidder. Prequalification information must be submitted to the Engineer by all potential bidders before receiving a bid book. If an applicant does not serve the Village's best interest, a proposal will not be issued.
