Work in general includes CIPP lining of approximately 2,700 feet of existing 8-inch diameter sanitary sewer mains located on Washington Street, Diamond Street, Almira Street, and Franklin Street within the City of Elgin, Iowa. Each bidder shall accompany its bid with bid security in the amount of 5% of the total bid amount including all add alternates as a bidder's bond with corporate surety satisfactory to the Jurisdiction. No other type of bid security will be accepted. The successful bidder will be required to furnish a construction performance, payment, and maintenance bond in an amount equal to one hundred percent (100%) of the contract price. Contractor shall fully complete the project by July 31, 2026. Liquidated Damages in the amount of $1,000.00 per Calendar Day will be assessed for each Calendar Day that any work shall remain uncompleted beyond the specified completion date. This agreement is subject to the Build America, Buy America Act (BABA) requirements. All iron, steel, manufactured products, and construction materials used in this project must be produced in the United States unless a waiver is provided. Davis-Bacon wage rates apply to this project. At a minimum, the awarded contractor will be required to submit each employee's self-certified income (for those working on the project) to the CDBG administrator to meet Section 3 requirements. The contractor agrees to comply with HUD's regulations in 24 CFR part 75 implementing Section 3, providing economic opportunities to low- and very low-income persons, and fulfilling related posting, hiring, and reporting requirements. Section 3 Business Concerns are encouraged to respond. This project requires federal prevailing wage rates. Davis-Bacon wage rates apply to this project.
