Sealed proposals will be received on behalf of the identified municipality by the South Hills Area Council of Governments (SHACOG), Allegheny County, PA for the Cardox Road Storm Sewer Relining Project in the Township of South Park. Plans, specifications, instructions to bidders, proposal forms, and contract documents may be obtained at the SHACOG office. A non-refundable fee is required for each set of plans. Proposals must be submitted on the forms provided by SHACOG and accompanied by bid security in the form of a certified check, cashier's check, or bid bond in the amount of ten percent of the bid. All envelopes containing proposals must be clearly marked for the Cardox Road Storm Sewer Relining Project and addressed to SHACOG. Compliance is required with the Davis-Bacon Act and other Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause; Section 109 of the Housing and Community Development Act of 1974; Executive Orders relating to Minority and Female Business Enterprise utilization; Section 504 of the Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program; the Veteran-Owned Small Business goal; and Section 3 of the Housing and Urban Development Act of 1968. All contracts and subcontracts must include the Section 3 Clause and comply with the Federal General Conditions in the contract documents. SHACOG reserves the right to waive any informalities or to reject any or all proposals. Question Deadline: 11/27/2025: If any prospective bidder on the Proposed Contract is in doubt as to the true meaning of any part of the Plans, Specifications, or other proposed Contract Documents, they may submit to the Engineer a written request for an interpretation thereof. Bidder Questions shall be cut off one week before the bid opening.
