**As of February 4th, 2026, this project has not yet been awarded. The project is expected to be awarded on March 15th, 2026.** The project consists of essential roadway improvements across several City-owned streets. The work will include milling at least two inches on all roads without curbs and two inches below the curb line on roads with existing curbing. Overlay with surface asphalt at a depth of 2 inches compressed. Preservation of manholes and water valve boxes is required, and any adjustments to covers or related structures shall be the responsibility of the selected contractor. The contractor will also be responsible for installing all pavement markings, including stop bars, parking spaces, and other required striping, using thermoplastic materials. Each bidder is responsible for verifying all dimensions to ensure their proposal accurately reflects the complete scope of work. All work performed must meet NCDOT standards to maintain compliance and ensure quality workmanship. Bidders are required to comply with applicable laws regulating General Contracting, must be appropriately licensed and bonded, and must provide references from similar projects. Bids must be submitted on forms provided in the Project Manual, be sealed and labeled appropriately, and accompanied by required affidavits and bid guarantees if applicable. The City reserves the right to reject any and all proposals or waive informalities as deemed in its best interest. The contractor shall provide necessary protective measures such as barricades and be responsible for the care and protection of all work until final acceptance. Changes to the scope may only be made by written directive from the City, and the contractor must comply even if there are unresolved claims regarding scope adjustments.
