Separate sealed bids are requested for the purchase of phosphate for a potable water treatment plant of 18 MGD capacity. Bids must be submitted in a sealed envelope marked as “BID FOR PHOSPHATE TO BE OPENED JANUARY 15TH, 2026.” Bid prices must be F.O.B. to the Northeast Mississippi Regional Water Treatment Plant. Phosphate must be ANSI/NSF Standard 60 approved, with vendors providing a certificate of such approval with the bid. The product must be a mixture containing no metals, minimum 88% total phosphate by weight, and a blend of potassium and sodium ortho/phosphate salts. The ratio shall be 1:1 to 2:1 poly to ortho. The successful bidder must supply cold-roll mild steel (C-1010) coupons, two by-pass racks, and pay for the cost of coupon testing. Technical assistance, defined as reviewing corrosion coupons, tests, and dosage recommendations, must be provided quarterly. Bidders must have completed a successful pilot plant study using at least 50 lbs. of their product in the district’s process prior to bid acceptance. Product sizing is required in 50-pound or 25-kg containers, and the product must be clean, uniform, and free-flowing when opened. Packaging and shipping must conform to all applicable federal, state, and local regulations. Delivery must occur within 10 working days of the order. Orders are to be delivered to the plant site in Peppertown, Mississippi, Monday to Friday, 8 AM to 4 PM. All prices must be for bulk quantities and remain constant from February 1 to July 31, 2026. No price modifications, including surcharges, will be recognized during the term. The district reserves the right to reject any and all bids. Alternate bids may be accepted if the primary supplier cannot provide the specified product.
