Renovation of a municipal facility in Victorville, California. Completed plans call for the renovation of a municipal facility.

The Victorville Water District (hereinafter referred to as "District"), a subsidiary district of the City of Victorville (hereinafter referred to as "City"), is requesting quotes for the installation of a WeatherWeld Roofing System (or equal) at six (6) Water Department Buildings. The scope includes removal of the existing roofing system, if specified, prior to the installation of the new WeatherWeld Roofing System. Prior to this Request for Quotes, the District publicly requested information regarding roofing material specifications from roofing contractors/manufacturers. All product submissions were presented to a panel for review. The selection committee consisted of representatives from Community Services, Development, Engineering, Finance/Purchasing and Airport Operations. After attentive evaluation, the District is confident in choosing the attached Roofing Material Specification for this project. The complete and other related work for Water Department Re-Roofing at Various Sites, MS26-075; the work shall include labor, tools, finishing, clean up, and incidentals required for the proper completion of the work. Bids must be accompanied by a Bidder's Bond in the form of a certified or cashier's check or Corporate Surety Bond in amounts not less than ten percent (10%) of the bid submitted amount. The City's eProcurement Portal Clock is the official timekeeper for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as a poor internet connection. The District strongly recommends completing your response well ahead of the deadline. Bidders take full responsibility for the District's receipt of its bid. Section 6 Bid Submittal Forms shall be acknowledged or submitted along with the proposed bid. The Contractor shall pay the District the sum of $500.00 for each and every calendar day delay in finishing the work as outlined in the Scope in excess of the Ninety (90) calendar days specified below as Liquidated Damages. The District withholds liquidated damages before the accrual date if the anticipated liquidated damages may exceed the value of the remaining work. Time being of the essence, the work under this contract shall be diligently prosecuted and begin work by the date specified in the District's Notice to Proceed informing the contractor that the contract has been awarded and shall diligently prosecute the work so that all the work shall be completed before the expiration of Ninety (90) calendar days, including the specified starting date. All Bidders shall be licensed as a contractor at the time of submitting a Bid Proposal in accordance with the provisions of Chapter 9, Division 3, of the California Business and Professions Code. The successful Bidder must hold a valid California Contractor's License A, B, and/or C7. Any Bid submitted which does not comply with the provisions of this Section will be considered nonresponsive and be rejected. The Faithful Performance and Payment Bonds shall be for amounts not less than one hundred percent (100%) of the total amount of the Bid Proposal price named in the Contract. Bonds shall be issued by responsible corporate sureties, licensed, and authorized to issue surety bonds in California. Question Submission Deadline: January 22, 2026, 2:00pm Prospective Bidders desiring an explanation or interpretation of this solicitation, plans, specifications, etc., must request it in writing via the online order to allow a reply to reach all prospective Bidders before the submission of their bids. Oral explanations or instructions given before the award of a Contract will not be binding. The City reserves the right to reject any bond if, in the opinion of the Director of Public Works and Water, the Surety's acknowledgement is not in the form included in the Contract Documents or in another form substantially as prescribed by law. The District reserves the right to reject any and all Bid Proposals and waive any irregularities or informalities in any Bid Proposal or in the bidding. The District further reserves the right to award the Contract to the lowest responsive responsible bidder if such action is deemed to be in the best interest of the District. The award of a construction contract, if one is to be awarded, shall be made within Forty-five (45) calendar days of the date specified for publicly opening Bid Proposals, unless otherwise specified herein.
