Responses to this RFP should be concise and must include all the requested information. Additionally, proposers shall complete and include with their submittals the following required items: Local Purchasing Preference Form, Addenda Form, Cost Form, Legal Status of Proposer Form, Non-Collusion Form, References Form, Certificate of Compliance With Public Act 517 Of 2012 Form, Standards of Conduct For Ingham County Vendors Form, and compliance with Ingham County Purchasing Policy. Proposal and signature forms must also be included. Incomplete or unsigned forms will render the proposal non-responsive and it will not be accepted. Site visits are strongly encouraged and may be scheduled. Each proposal must be accompanied by a bid guarantee in an amount equal to five percent (5%) of the total bid amount, in the form of a bid bond executed by an approved surety company, made payable to the County of Ingham and valid for not less than ninety (90) days. Bidders must register or update their registration as vendors with Ingham County. Prevailing wage requirements apply to any construction contract exceeding $10,000. A pre-construction meeting will be required for contracts over $10,000. For proposals exceeding $50,000, 100% performance and payment bonds are required. Proposals must be submitted electronically to the specified email address before the due date and time. Submissions of bids in Zip files or any format that requires downloading or clicking on a hyperlink are not accepted. Encrypted submissions may result in failed delivery; bidders may request a link to upload proposals at least two days before the deadline. Questions about the RFP must be submitted by email or Word document by the specified deadline and reference the packet number and description.
