The project consists of construction of a public plaza with a prefabricated restroom building provided by others, plaza brick paving, landscaping, site amenities, and associated utilities installation and connections. Bidders are advised of the following requirements: Illinois Prevailing Wage Requirements; 5% Bid Security with submittal of bid; 110% Performance Security within fifteen calendar days after Contract award; applicable OSHA and EPA requirements; bidders under consideration must provide references and examples of similar project completions within the past 5 years. The Owner reserves the right to require the low bidder to file proof within seven days of the bid opening of their ability to finance and execute the project, which may include a financial statement, a list of equipment owned, and backlog of jobs under contract. The Owner will award a contract only to a bidder who provides satisfactory evidence of the ability, sufficient capital, facilities, and plant to execute the work successfully and promptly, and to complete the work within the specified time. The Owner reserves the right to reject any and all bids, offers, or proposals submitted, or to advertise for new bids. The Owner also reserves the right to defer acceptance of any bid and the award of a contract for a period not exceeding thirty days after the date of bid opening.
