Work shall consist of providing all labor, equipment, and materials required to construct 4 hydrant assemblies; 4 line valves; connections to existing water facilities; and all associated miscellaneous work. Bids must be made on the standard proposal form in a manner designated therein and required by the specifications. They shall be enclosed in an opaque sealed envelope addressed to the Mayor and Council of the Borough of Spring Lake, bearing on the outside the name of the bidder, his address and the name of the contract for which the bid is submitted. Bids must be accompanied by a certificate from a surety company stating that it will provide the specified performance and maintenance bonds in the event that the contract is awarded to the bidder. Each bid must be accompanied by a certified check, cashier's check, or bid bond for ten percent of the amount of the bid, drawn on an incorporated bank or trust company, payable to the Borough of Spring Lake, as guarantee that in case the contract is awarded the bidder, he will, within ten days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so, he shall forfeit the deposit as a partial satisfaction of liquidated damages and the acceptance of the bid will be contingent upon fulfillment of this requirement by the bidder. Bidders are required to comply with the requirements of P.L. 1975, c. 127, N.J.A.C.17:27. (Affirmative Action) & P.L. 1977, c. 22 (Ownership Disclosure). The Mayor and Council reserve the right to reject any and all bids, or to waive any informality of any bid.
