Separate sealed bids are requested for the construction of the Village of Brookfield's 2026 Lead Water Service Replacements - Phase II. Bidders must comply with regulations related to the Illinois Environmental Protection Agency loan programs, federal labor standards, state employment requirements, and the federal Build America, Buy America Act. The procurement will also require bidders to undertake specified affirmative efforts to increase the use of disadvantaged business enterprises at least sixteen days prior to the bid opening. All proposals must be submitted on provided forms and will only be accepted from bidders who have obtained bidding documents directly from the designated engineering company and have been approved by the Village. Bidding documents are subject to a non-refundable fee. No documents will be issued after the specified date. ENGINEER'S AUTHORITY The Engineer shall act as the Department's representative during the construction period. The Engineer shall decide any issues that may arise as to quality and acceptability of material furnished and work performed. The Engineer shall interpret the intent of the Contract Documents in a fair and unbiased manner. The Engineer will make visits to the site and determine if the work is proceeding in accordance with the Contract Documents. The Contractor will be held strictly to the intent of the Contract Documents in regard to the quality of materials, workmanship, and execution of the work. This project includes the replacement of approximately 297 lead water services at various locations throughout the Village of Brookfield, including but not necessarily limited to: Vernon Avenue from 31 st Street to 29 th Street Vernon Avenue from Grant Avenue to 31 st Street Prairie Avenue from 31 st Street to 29 th Street Prairie Avenue from Monroe Avenue to 31 st Street Forest Avenue from 31 st Street to 29 th Street Forest Avenue from Brookfield Avenue to Washington Avenue Monroe Avenue from Sunnyside Avenue to Prairie Avenue Fairview Avenue from Sunnyside Avenue to Prairie Avenue Southview Avenue from Sunnyside Avenue to Prairie Avenue Vernon Avenue from Windemere Avenue to Southview Avenue Prairie Avenue from Windemere Avenue to Burlington Avenue Forest Avenue from Windemere Avenue to Burlington Avenue Grove Avenue from Windemere Avenue to Burlington Avenue Alley South of Burlington Avenue from Prairie Avenue to Forest Avenue These improvements will include the installation of Type K copper water services from the existing water main to the new curb stop (roundway complete with box) and from the new curb stop to the existing water meter located inside of the residence, and any related restoration work.
