FEMA DR-4827 / Federal Grant-Funded Project** The work includes, at a minimum: full demolition, removal, engineering, fabrication, and installation of two new golf cart/pedestrian bridges at the Black Mountain Golf Club on Hole 3 (Fairway) and Hole 5 (Tee Box). Demolition involves removing existing bridge super structures (steel girders, decking, nailers), concrete abutments and footings where compromised, managing debris in compliance with state and federal requirements, and maintaining environmental controls during demolition. Engineering and design require providing signed and sealed engineering drawings with structural, civil, and geotechnical components, and incorporating FEMA Hazard Mitigation best practices for stream crossings. Construction requirements include new reinforced concrete abutments resistant to scour and overtopping, galvanized or weathering steel girders, composite or pressure-treated decking, safety railing meeting AASHTO pedestrian bridge standards, and hydraulic/environmental features like scour countermeasures, channel stabilization, and restoration of cart path approaches. The scope includes site restoration, grading, seeding, erosion control, final inspection, as-built drawings, material certifications, warranty documentation, and FEMA-standard photo documentation. Instructions to bidders: Bids must be clearly labeled "Golf Cart Bridge Replacement Project - Informal Bid" and include a completed Bid Proposal Form, proof of valid NC Contractor license, proof of insurance, total lump sum price, itemized cost breakdown (labor, materials, equipment), schedule/availability, signed acknowledgment of federal contract provisions, completed W-9, and copies of license and insurance certificates. Bids may be delivered or emailed. Bids must remain valid for 90 days. Minimum contractor qualifications include NC general contractor license, previous completion of bridge/structural stream crossing projects, no federal disbarments (SAM.gov verification), certification of compliance with 2 CFR 200.318-327, Davis-Bacon, EO 11246, BABA, non-collusion affidavit, E-Verify affidavit, and Iran Divestment certification. Bidders must comply with federal procurement and contracting standards required under FEMA Public Assistance and 2 CFR 200, including all applicable provisions of 2 C.F.R. Part 200 Appendix II. Question Deadline 01/29/2026 All questions must be submitted in writing to : Jessica.trotman@tobm.org (cc : matt.begley@tobm.org ) Following Tropical Storm Helene , Avery Engineering conducted a structural assessment of the golf cart bridges at Holes 3 and 5 . Findings include : o Damage to decking boards , structural runners , and wearing surfaces o Severe abutment failure at the Hole 5 bridge o Distortion of steel girders at Hole 5 o Scour and erosion undermining abutments at both structures o Hydrodynamic and debris impact damage o Compromised long -term structural integrity Due to extensive structural degradation , the Town is replacing both bridges . The work shall include , at a minimum : Full demolition , removal , engineering , fabrication , & installation of two new golf cart / pedestrian bridges at : o Fairway - Hole 3 o Tee Box - Hole 5 Demolition & Removal Contractor shall : o Remove existing bridge super structures (steel girders , decking , nailers ). o Remove concrete abutments and footings where compromised . o Manage debris in compliance with NCDEQ and federal disposal requirements . o Maintain environmental controls during demolition .
