The School City of East Chicago School Corporation requests qualified engineering consultants with experience in providing engineering and energy support services and consultation, to maximize the efficiency of mechanical, electrical, and plumbing systems and equipment for greater facility comfort and operational efficiency, on an on-call basis. The consultant must demonstrate the ability to provide services such as consultation, troubleshooting, planning, design, contractor bid management, construction administration, and overall project management for repair, replacement, or redesign of obsolete or inefficient systems. Tasks may involve specialized sub-consultants and require experience with school systems, municipalities, or governmental agencies, including equipment reviews and integration of sustainability and energy management programs. The scope of services includes, but is not limited to: - Mechanical Design Services: existing conditions assessments, HVAC systems, load calculations, equipment selection and layout, ductwork and piping, energy efficiency integration, compliance with codes, and preparation of specifications. - Electrical Design Services: existing conditions assessments, electrical load calculations, power distribution systems, lighting design, low-voltage systems, emergency power systems, security systems, compliance with codes, and specifications. - Plumbing Design Services: existing conditions assessments, water supply and drainage design, sanitary and stormwater system design, hot water system design, gas piping, compliance with codes, and specifications. - Fire Protection Design Services: existing conditions assessments, fire suppression systems, alarm and detection systems, smoke control, system coordination, compliance with codes, and specifications. - Other Services: technical expertise in equipment controls, feasibility studies and energy audits, recommendations for energy savings, selection of specialized consultants or contractors, project management, construction administration, commissioning and start-up, development of additional standards, and presentation of results. Deliverables include feasibility studies, schematic and construction documents, permit submittals, cost estimates, signed and sealed documents, RFI responses, commissioning documentation, and as-built drawings. The consultant must comply with all relevant codes and regulations, and maintain required insurance. Work Authorization and Notice to Proceed will be issued as needed, with all work products to be submitted to the SCEC. Statements of Qualifications must include company information, experience, personnel details, and references and should not exceed 30 pages. Submittals are to be in PDF format, emailed in a single file, with completeness, relevance, and clarity emphasized. Proposals will be evaluated and ranked by a technical review panel, with negotiations initiated with the highest-ranked firm.
