All bidders must be prequalified in accordance with Public Contract Code section 20111.6 prior to submitting a bid. If a contractor has not prequalified on a district project in the past twelve months, they must submit a Prequalification Questionnaire Package online to PQBids. Mechanical, Electrical, or Plumbing (MEP) subcontractors must also be prequalified. The project covers multiple bid packages: General Construction, Demolition & Grading, Concrete & Paving, Site Electrical, Civil Site Utilities, and Landscape & Irrigation. Bidders for General Construction must complete and submit the General Construction Requirements (Exhibit F) with their bid. Bids must be hand delivered on the date of the bid opening. All contractors and subcontractors must be registered with the DIR to submit a bid proposal. Bid security in the form of cash, certified or cashier's check, or bid bond of not less than ten percent of the total bid price is required. Prevailing wage rates as determined by the California Department of Industrial Relations apply. The successful bidder and subcontractors must submit certified payroll records. The DVBE (Disabled Veteran Business Enterprise) Program requirements must be met. Pre-qualification requirements: Contractors must be prequalified in accordance with Public Contract Code section 20111.6. MEP subcontractors requiring C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, or C-46 licenses must also be prequalified. Bidders must possess the required contractor's license for their scope at the time the bid is submitted. All contractors and subcontractors must be registered with the DIR.
