This project includes all materials, equipment, transportation, and labor needed to construct full-depth PCC patches on University Avenue in the City of Clive, Iowa. Project items include full-depth patching, traffic control, restoration, and mobilization. The scope and approximate quantity of materials to be used are as specified in the Plans and Specifications. Bidders must file sealed proposals before 2:00 p.m. on March 5, 2026, at the office of the City Clerk, Harbach Center, 8505 Harbach Boulevard, Clive, Iowa. Sealed proposals will be opened at 2:00 p.m. on the same day in the Council Chambers of City Hall. Bid security amounting to ten percent of the total bid is required, as defined in Iowa Code Section 26.8 and outlined in the Instructions to Bidders. Bidders shall not include sales tax in their bids. The City will provide tax exemption certificates to the Contractor and identified Subcontractors, who may then provide copies to suppliers. Bidders must also submit a fully completed Bidder Status Form with their bid. Failure to do so may result in the bid being deemed nonresponsive and rejected. Preference shall be given to domestic construction materials and, by statutory authority, to products and provisions grown and coal produced within the State of Iowa, as well as Iowa domestic labor, as lawfully required. Work on the improvements must commence on or before July 6, 2026, and be completed by August 14, 2026. Liquidated damages for noncompliance with completion provisions will be assessed at $1,000 for each calendar day the work remains incomplete after the deadline.
