**As of April 20th, 2026, the project was awarded to JC Midwest Services, with an awarded amount of $598,949.09** The extent of work is the furnishing of all labor, equipment, and materials for the construction of improvements generally described as follows: Construction of a stormwater wetland and streambank stabilization along Jordan Creek including all materials, labor, and equipment necessary for site demolition/preparation, sediment/erosion control, and construction of new stormwater facilities. Improvements generally include earthwork excavation, storm sewer structures and pipes, sidewalk paving, limestone outcropping access points to the wetland and stream, native plantings, and all other associated work to complete the project as noted in the Contract Documents. All work must be done in strict compliance with the Plans and Specifications prepared by RDG Planning & Design and approved by the City Council. All bids must be made on the forms furnished by the City through wdm.ionwave.net and must be filed on or before the specified deadline. Each proposal must be electronically accompanied by a scanned copy of the bid bond or a scanned copy of a cashier's or certified check drawn on an Iowa bank or a bank chartered under the laws of the United States, in an amount equal to ten percent (10%) of the total bid amount. If a bid bond is submitted it must be on the form provided with the contract documents. A physical copy of the bid security is required to be submitted to the City Clerk's Office by the apparent low bidder within 48 hours of the bid deadline. The successful bidder will be required to furnish a performance and payment bond in the amount of one hundred percent (100%) of the contract price guaranteeing faithful performance of the contract and guaranteeing payment to all persons supplying labor and/or materials. The contractor must provide a guarantee of maintenance of the improvement in the form of surety for a period of four years from acceptance by the City. Preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa domestic labor. A resident bidder will be allowed a preference against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that location. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected. Work must commence within ten days of written notice to proceed and be completed by the specified contract end date. Liquidated damages will be assessed for each day that the work remains uncompleted after the end of the contract period. Payment will be made based on monthly estimates at ninety-five percent of the contract value of the completed work, with final payment in accordance with Iowa statutes and contract documents.
