The project consists of construction modifications to the existing 2-Cell Controlled Discharge Lagoon to create a new 3-Cell Controlled Discharge Lagoon Wastewater Treatment Facility at the existing facility site. The work includes sludge removal, earthwork modifications of the existing cells, relining of the cells with a synthetic liner, and construction of new lagoon piping control structures. Bids are to be submitted for a single prime contract on a lump sum basis as indicated on the Bid Form. Bid security must be furnished in accordance with the instructions to bidders and should be 10 percent of the total bid amount. Bidders must provide proof of qualifications and submit the Bidder Status Form as required by Iowa law. Sales tax should not be included in the bid; exemption certificates will be provided for materials incorporated into the project. The improvements must be kept and maintained in good repair for two years after final acceptance by the City Council. Preference will be given to Iowa products and provisions as lawfully required. Davis-Bacon prevailing wage rates apply. The project is funded by the Iowa State Revolving Fund program and a Community Development Block Grant (CDBG), and is subject to the associated federal laws and regulations including Disadvantaged Business Enterprise (DBE) requirements, American Iron and Steel (AIS) provisions, and Build America, Buy America Act (BABA) requirements.
