Sealed bids are invited for Dust Control Liquid Application & Bulk Quantity Delivery for the Road Commission of St. Joseph County. The scope includes furnishing materials, services, equipment, work, and/or supplies according to specified terms, conditions, and specifications. Bids must be delivered in person or by mail in a sealed envelope marked with the vendor's name, address, and RFP number. Express mailed bids must be clearly marked as containing bid documents. Facsimile or emailed bids will not be accepted. Bidders are responsible for timely delivery of their bids, which will be accepted only during business hours (7:00 am to 3:00 pm, Monday through Friday, excluding legal holidays). Bids may be withdrawn by written request before the scheduled opening; no changes or withdrawals are allowed for sixty (60) calendar days after the opening. All prices quoted should exclude state and federal taxes, as the Road Commission is exempt. Total cost quoted must reflect delivery to specified locations, and shipments must be F.O.B. Unauthorized or C.O.D. shipments may be rejected and returned at the contractor's expense. Bids must be submitted on the provided forms, legibly prepared in ink or by typewriter, with any alterations initialed by the bidder. Submission of a bid presumes that the vendor has reviewed and accepts all stipulations and requirements. All bids must be made without collusion and in accordance with Federal Regulatory Measures. The Road Commission reserves the right to accept or reject any and all proposals or quotes, and to award the contract in a manner deemed in its best interest.
