Statements of Qualifications (SOQs) are being requested for On-Call Engineering Services for County Departments. This is a one-step qualifications-based selection process. An evaluation committee will select, in order of preference and based on established criteria, a list of qualified firms to provide the required services. Selection will be based on demonstrated competence and qualifications only; fees, price, man-hours, or other cost information will not be considered in shortlisting. After shortlisting, interviews of the top firms may be conducted, followed by negotiations for a contract with one or more firms for the required services. Negotiations will consider compensation and other contract terms deemed fair and reasonable, taking into account the estimated value, scope, complexity, and nature of the required services.
