The scope of work generally is the replacement of the 64mm mooring chain and linkages from the mooring buoy to the 64mm to 90mm link protruding from the top of the anchoring pile. Airlifting operations will be required to excavate harbour bottom soil to expose the 64mm to 90mm chain link to allow for replacement. The steel mount where the quick release hook attaches to the top of the buoy requires cleaning and recoating. Cleaning and recoating efforts must be approved by Trelleborg personnel prior to buoy returning to service. Contractor shall be responsible for all products removed during construction and arrange for disposal at a licensed disposal facility that meets applicable provincial and federal legislation and regulations. Contractor to provide Marine Atlantic with video footage taken by divers showing successful chain replacement including each chain link, joining link, and hardware connecting to bottom of mooring buoy. Mobilization and demobilization, including all labor and equipment as specified and as required to carry out the work, must be included. Contractor shall perform the work as indicated on the drawings by providing all supervision, labour, materials, supplies, construction tools, equipment and services, hoisting, transportation, receiving, handling, storage, disposal, and all other services and expenditures necessary for completion of work. Required submittals include preparation, submission, and implementation of an approved Construction Schedule, Site-Specific Safety Plan, Site-Specific Environmental Protection Plan, and Project Execution Methodology, as well as shop drawings showing all elements of the replacement (chain, shackle, pear link, and linkages). All submittals must be approved by the Engineer prior to procurement and installation. Marine Atlantic reserves the right to accept tenders in whole or in part and the lowest or any tender will not necessarily be accepted. Proposals must be submitted by electronic means using the MERX EBS, the only method of response accepted for consideration. Proposals will not be considered if submitted by fax, email or other open forms of communication. Proposals must be received by the closing date and hour; late proposals will not be considered.
