The work generally includes the removal of bunker C (heavy fuel oil) product contained within the existing heavy fuel oil fuel delivery piping at the Marine Atlantic Ferry Terminal site in Port aux Basques, Newfoundland. The Marine Atlantic fuel system consists of two piping systems: heavy fuel oil (HFO) and marine diesel oil (MDO); this project does not require work on MDO piping. The contractor shall isolate and remove all residual bunker C or similar fuel from the insulated pipe located between the fuel terminal pump house and various points at Docks #1 and #2 according to the drawings. Any piping that requires demolition to facilitate the cleaning process shall be transported offsite by the contractor to an acceptable scrap material facility, licensed salvage dealer, or licensed construction and demolition landfill in accordance with provincial and federal legislation and regulations. The contractor is responsible for all products removed from the piping, including cleaning agents and contaminated liquids, and arranging for their disposal at a licensed disposal facility compliant with applicable legislation. Cleaned piping must be closed at project completion to prevent ingress of debris or liquids. The scope includes mobilization and demobilization, supervision, labour, materials, supplies, construction tools, equipment and services, hoisting, transportation, receiving, handling, storage, disposal, and all required services and expenditures necessary for completion of the work as indicated on the drawings. Any damage to adjacent piping coatings is to be repaired to match existing, and a paint coating must be supplied and installed on bare metal surfaces where required, with surface preparation per manufacturer’s instructions. Bidders are required to prepare, submit, and implement an approved construction schedule, a site-specific safety plan, an environmental protection plan, and a project execution methodology. Marine Atlantic reserves the right to accept tenders in whole or in part, and the lowest tender will not necessarily be accepted.
