This request is for the supply of one type of boxless hot applied sealant, totaling 45,000 pounds (or one truck load). The material must be a single component, elastically modified composition of asphalt cement, virgin synthetic rubber, and other modifiers, suitable for use in a hot-oil jacketed melter. The product must meet specified ASTM standards and properties. The material must be supplied in packages not exceeding 50 pounds, wrapped in a quick melt liner that dissolves into the melted product. Vendors must provide manufacturer’s data sheets and warranties, verify if pricing is valid for 2026, and include shipping to the specified highway department location. Vendors may bid different types of material but only one will be selected. All orders will be for 45,000 pounds or one full load. Vendors must fill out the provided form completely, submit sealed bids marked as specified, and may supply additional information on the equipment. Only written interpretations of the RFP will be considered, with all addenda issued in writing. Washburn County reserves the right to accept or reject any or all bids and to select the proposal deemed most advantageous. Washburn County may investigate bidders to determine their ability to supply the product or service and requires all requested information and data to be furnished for this purpose. Vendors are encouraged to notify the Highway Commissioner in writing of any major inconsistencies, problems, or ambiguities in the specifications.
