Bids must be for one price covering the entire project, all trades, and must be all inclusive. Only contractors classified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) in C047 - Electrical may submit bids. Submission must include a statement of ownership, compliance with the Public Works Contractor Registration Act, current certification from the Division of Wage and Hour Compliance, and a Business Registration Certificate. An affidavit confirming the bidder is not on any debarment list is required, and the successful bidder must later certify that all controlling entities are not debarred. Bid security of 10% of the bid (not to exceed $20,000) and a Certificate of Consent of Surety are required. The contract will be awarded to the lowest responsive responsible bidder and the Board reserves the right to reject any or all bids or waive informalities as permitted by law.
