The project consists of a landscape redesign of the existing Veterans Memorial Square. Existing pavers and park benches are to be removed. New pavers and walking paths are to be installed over aggregate finishes. A park statue is to be installed and secured based on the respected structural requirements. Other landscaping upgrades include minor regrading around new monuments and a full lighting design to illuminate walking paths. A variety of shrubbery and trees will be added to the park with turf seed added throughout. A new angled parking area off West Grand Avenue with two driveway aprons is to be added. All work under this contract must be completed within ninety calendar days from the issuance of a Notice to Proceed. Instructions to bidders include: Proposals must be made on the standard Proposal forms as designated in the contract documents. Three sets of documents, one original and two certified copies, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the City of Rahway. Each proposal must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in New Jersey and acceptable to the municipality, and either a Bid Bond or Certified Check drawn to the order of the City of Rahway for not less than ten percent of the amount bid, not to exceed $20,000. The successful bidder will be required to provide a performance bond and labor and material (payment) bond for the full amount of the project. Only properly qualified bidders, per contract requirements, will be accepted. The right is reserved to reject any or all bids or waive informalities not detrimental to the Owner's interest, except for mandatory and non-waivable items. The Owner also reserves the right to abandon the project and reject bids if legal or administrative actions delay or jeopardize the project. Bidders must comply with all statutory and regulatory requirements.
