Work includes reconstruction of the North Point Parking Lot. Scope consists of asphalt, pulverized stone base, concrete curb and gutter, colored concrete, dumpster enclosure, drainage and storm sewers, lighting, lakefront concrete path, overlooks, concrete seat wall, biofilters, and landscaping. Additional work includes new sidewalk and site restoration. Stone Revetment Construction was completed, and this project completes the parking lot reconstruction. All bidders must submit bids online using Bid Express and meet the minimum website software requirements. Bidders must obtain documents and be listed as plan holders of record on Bid Express or their bids will be rejected as non-responsive. At least 50% of the contract labor force must be Milwaukee County residents, documented through LCPtracker Labor Compliance software per residency program requirements. Targeted Business Enterprise (TBE) participation goal for the project is 25 percent. Required TBE-14 forms must be completed and submitted as indicated. Bidders must follow the "Notice of Requirements for Affirmative Action to Ensure Equal Employment Opportunity." Prime contractors must qualify per Chapter 43 of Milwaukee County Ordinance before submitting a bid. Bidders must include completed Subcontractor-Supplier Information Entry with the bid, or risk being rejected as non-responsive. A 10 percent bid bond or certified check is required with the bid. The lowest responsive, responsible bidder will be recommended for contract award. The base bid must remain open to acceptance for 60 days after the bid due date.
