Sealed bids are invited for furnishing all equipment, labor, and materials and performing all work incidental to the Hangar Area Expansion at Marv Skie-Lincoln County Airport, Tea, South Dakota. The primary work includes approximately 8,703 cubic yards of unclassified excavation, 2,478 cubic yards disposal of excess material, 1,962 cubic yards subbase course, 3,211 square yards geotextile separator fabric, 500 square yards geogrid, 471 cubic yards aggregate base course, 611.5 tons asphalt base/surface course, 45.9 tons asphalt binder (PG 64-34), 3.6 tons emulsified prime coat, 1.2 tons emulsified tack coat, pavement markings, 137 feet 12" RCP, 348 feet 15" RCP, 1 RCP flared end, 1,637 feet 4" perforated underdrain piping, 8 underdrain cleanouts, 6 connections of underdrain to storm sewer, 2 each 2' x 3' type B inlet with casting and 6' x 6' concrete apron, 4.2 acres seeding and fertilizing, 1,779 cubic yards topsoiling removed from stockpile, 19,995 square yards mulching, 840 feet remove and dispose existing barbed wire fence, 1,065 feet furnish and install new 5 wire barbed wire fence, culvert protection, high flow silt fence, and related construction items. Instructions to bidders include: - Obtain plans and specifications from the designated offices or online after payment or registration; fees are nonrefundable. - Each bid must have a certified check, cashier's check, or draft for 5% of the total bid or a 10% bid bond, payable to Lincoln County, SD. - Payment and performance bonds for 100% of the contract amount are required. - Work start date will be set by written "Notice to Proceed," with commencement within 10 days and completion per the specifications. - Compliance with Title VI of the Civil Rights Act, applicable federal labor laws, minimum wage rates, and affirmative action standards is required. - The right is reserved to reject any or all bids, waive informality, and accept or reject any items unless bid is limited by specific qualification. - Certifications are required for debarment, suspension, ineligibility, and voluntary exclusion, as well as compliance with foreign trade restrictions and "Buy American" provisions. - Ineligibility applies for applicants with unpaid Federal tax liability or certain convictions unless official clearance is obtained. - Contractors and subcontractors must comply with affirmative action requirements for contracts or subcontracts of $10,000 or more.
