Site work and paving for a road / highway in Blackshear, Georgia. Completed plans call for site work for a road / highway.
The project is for the construction of a new railroad crossing and road, as well as the closing of an existing railroad crossing. Required services include engineering and construction observation and preparation of all documents needed for construction. The selected engineering firm will provide post-award services such as planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. All engineering contracts will include obtaining and maintaining all American Iron and Steel (AIS) and Build America Buy America (BABA) documentation during construction, which must be transferred to the grant recipient and certified at project end. Instructions to bidders: Proposals must be submitted to the specified address and received no later than the stated deadline. Proposals submitted to other locations or after the deadline will not be accepted. Selections will be based on qualifications, timeframes, and cost as they relate to criteria including years in business, firm history, knowledge of the community, officer details, legal qualifications, grant documentation capabilities, previous federal grant experience, estimated timeframe to prepare plans and specifications, key personnel, references, and a specific cost estimate for all phases of engineering services. Scoring will be on a 1-4 point scale from Poor to Excellent. Compliance with applicable laws, including fair housing and HUD requirements, is required. Minority, women, and Section 3 businesses are encouraged to apply.
