This sources sought notice is issued for information and market research purposes only to support preliminary planning and determine the availability and capability of qualified construction firms. The work consists of the design and construction of a Precision Guided Munitions Facility to support mission requirements at Nellis Air Force Base. The project includes a 14,700 square foot high-bay munitions maintenance facility with an option for an additional 1,550 square foot maintenance bay. The facility will support missile and glide munitions assembly, disassembly, inspection, testing, and repair operations and will include four individual drive-through work bays, a test cell for electrical and resistance testing of rocket motors, secure administrative and briefing areas, ready and training rooms, tool and test equipment support space, supply and equipment storage, and latrines. Each work bay will be equipped with a 2-ton overhead bridge crane and exterior roll-up metal coil doors to support equipment movement to and from the flightline. Construction will consist of reinforced concrete foundations and floor slabs, a structural steel frame, fully grouted concrete masonry unit walls, and a low-slope roof system utilizing a combination of single-ply membrane and standing seam metal roofing. Supporting infrastructure includes site preparation, stormwater management, utilities for electrical, communications, water, and sewer, fire detection and suppression systems, heating, ventilation, and air conditioning systems, hardscapes, and aircraft concrete apron areas. The facility will incorporate comprehensive physical and electronic security systems including security fencing and gates, intrusion detection, access control, closed-circuit television, and cybersecurity measures for facility-related systems. Secure work areas will be designed and constructed in accordance with ICD/ICS 705 requirements. The project will be designed as permanent construction and must comply with applicable Department of Defense Unified Facilities Criteria, including general building, high-performance and sustainable building requirements, explosives safety standards under DESR 6055.09 and AFMAN 91-201, antiterrorism and force protection criteria, and applicable Air Force and installation design standards. Local materials and construction techniques are to be used where cost effective. The anticipated construction value is between $25,000,000 and $50,000,000, with an expected performance period of 730 calendar days. The Government is seeking responses from firms with demonstrated experience in similar new construction projects of comparable magnitude and complexity, including work on military installations and facilities requiring explosives safety, AT/FP, and ICD/ICS 705 compliance.
