The work consists of the rehabilitation of various roadways. This includes milling and overlay and/or full-depth replacement of asphalt pavement, repair to curb and gutter, sidewalk, and driveways, and pavement marking as shown in the project plans, as well as the restoration of property disturbed because of this work. Bidders must be IDOT prequalified. Proposals must be submitted on the forms provided and accompanied by a bid bond in a minimum amount of ten percent of the total bid. All laborers and mechanics employed by the Contractor and all subcontractors on a construction site for this project shall be paid wages at rates not less than those prevailing on similar construction in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act. Contractors must comply with Equal Employment Opportunity requirements for Community Development Block Grants and all other applicable Federal laws and regulations pertaining to labor standards. Information should be provided to assist in determining qualifications under the City’s policy to promote and encourage the economic development of minority, female, and persons with disabilities owned and operated businesses in the procurement process as both prime and subcontractors.
