The Winooski Natural Resources Conservation District is requesting proposals for the Cheesefactory Road riparian buffer planting. The project is located on two privately owned parcels in Shelburne and South Burlington, along the Muddy Brook. The work will restore land adjacent to the brook by establishing a forested riparian buffer intended to improve water quality, stabilize streambanks, and reduce nutrient loading. Phosphorus reduction estimates were developed in coordination with the Basin 8 Planner using approved state modeling tools. Special instructions are included in the bid attachment. Question Deadline 04/23/2026 at 4:00 PM ET To Contact Information: Lucas Goldfluss, Winooski Natural Resources Conservation District (WNRCD), Conservation Specialist, Lucas@WinooskiNRCD.org | (802) 497-5513 Scope of Services Requested Task 1: Develop Site Preparation and Planting Plan The riparian planting contractor will coordinate with WNRCD, Vermont Audubon, and landowners to establish a riparian planting plan to stabilize and ecologically restore the existing field. This plan will incorporate the species proposed by the Vermont Audubon while making appropriate substitutions and changes based upon available tree stock and the expertise of the riparian planting contractor. The planting plan must incorporate only woody species native to Vermont. This plan will be a deliverable for the contract and will take the form of a list of tree species, quantities, and per-stem costs, and a map indicating their proposed location (planting zone polygons), based on habitat requirements of individual species. The plan will also indicate where chicken wire fencing will be installed. The plan will be made available to the WNRCD, Vermont Audubon, and landowners. The planting plan must be approved by the WNRCD prior to the initiation of Task 2. Task 2: Site Preparation The riparian planting contractor will provide proof of a valid herbicide applicator license. The contractor will source and purchase all necessary herbicide materials for invasive species treatment. The contractor will assemble and supervise a crew to treat invasive species in accordance with the planting plan developed in Task 1. The contractor will schedule and complete all site preparation activities. The contractor will collect pre and post-treatment photographs for comparison. These images will be submitted as a contract deliverable and shared with WNRCD, VT Audubon, and the landowners. WNRCD will discuss an appropriate timeline with the selected contractor in regards to scheduling of site preparation and planting (based on best practice and availability). Task 2 must be completed and approved prior to the initiation of Task 3. Task 3: Riparian Planting The riparian planting contractor will source and purchase all necessary tree stock. The riparian planting contractor will assemble a crew to plant according to the planting plan developed in Task 1. The riparian planting contractor will schedule the planting such that trees are planted at the times most conducive to their survival and at the locations indicated in the planting plan developed in Task 1. The riparian planting contractor will install protective chicken wire fencing around priority planting areas, as identified in the planting plan, and sand-paint to deter beaver activity and protect young stems.
