Bid submittals must be received before 3:00 p.m. at the City Clerk’s Office and must include two separate sealed envelopes: one for bid security and bidder status form, and one for the proposal. The bid security must be 10% of the total bid, including all added alternates. All work items listed in the proposal must be completed by the Substantial Completion Date, except for mowing, watering, and fertilizing of sod. No work is permitted between 10:00 pm and 7:00 am without engineer approval, except for saw cutting freshly poured concrete. The contractor must notify the engineer four days in advance of street closings and avoid work during University of Iowa Home Football game days. The contractor is responsible for checking community calendars to avoid conflicts. The successful bidder must provide a performance, payment, and maintenance bond equal to 100% of the contract price for five years after completion, and list the City of Iowa City as an additional insured on the insurance certificate. All contracts of $25,000 or more must comply with the City’s Contract Compliance Program and Wage Theft Policy. The contractor and subcontractors must submit three references prior to award, including at least one municipal reference. The contractor must maintain an active subscription to Doc Express for processing documentation. Record documentation is required on all projects, with liquidated damages possible if not submitted by the Final Completion Date.
