The scope of work is the WCHA Nathan Goff Rear Parking Area Electrical Upgrades Project at 1 Middleland Avenue Extension, North Charleroi, PA 15022. The project involves electrical upgrades at the specified parking area. The contract is a Section 3 Project under Provisions of the Housing & Urban Development Act of 1968 as amended, 24 CFR Part 75, and must, to the greatest extent feasible, provide opportunities for training and employment for lower-income residents of the project and contracts for work in connection with the project should be awarded to business concerns located in, or owned by, Washington County residents. All materials used must be compliant with the Build America / Buy America Act. PennDOT Pub. 408/2020 specifications apply for all restorations. The substantial completion deadline is 175 calendar days after the Notice To Proceed date. Instructions to bidders: All prime bidders are required to buy the full set of plans and specifications. Bid documents may be examined and purchased with 24-hour prior notice at Ditto, 1020 Ridge Avenue, Pittsburgh, PA, or examined for free at the office of Canzian/Johnston & Associates LLC and Pennsylvania Builders Exchange. Each bid must be accompanied by a certified check, bank draft, US Government Bond, or satisfactory Bid Bond executed by the Bidder and acceptable sureties in an amount equal to ten percent (10%) of the bid. All required documents are to be submitted in a sealed envelope clearly marked for the project. The Authority reserves the right to reject any or all bids for any reason and to waive informalities in the bidding process as deemed appropriate by the WCHA.
