Blight Demolition Of One Individual Residential Structure Sealed bids are being requested for the demolition of one individual residential structure. Bids must be submitted physically by hand, United States Post Office, or third party before the specified due date and time. Faxed or emailed bids will not be accepted. Each proposal must include the bid form and be accompanied by a bidder's bond, certified check, or cashier's check in an amount not less than 10% in favor of the Redevelopment Authority. The project is funded through the Community Development Block Grant Program and is subject to all related federal and state regulations. Pennsylvania Prevailing Wage Rates will apply if an individual bid is over $25,000. Contractors and sub-contractors must comply with requirements regarding labor wage rates, nondiscrimination in hiring, minority and female participation goals, and other federal and state acts and regulations. The owner may waive any informality and accept or reject any or all bids. All contractors must certify they are not debarred from participating in federally funded contracts and must meet requirements for minority and women-owned business participation as well as Section 3 business participation goals. Documentation of solicitations and commitments to minority, women, and Section 3 businesses must be submitted with the bid.
